It describes how archival processing establishes the order of records, their series, and makes them accessible - in effect turning Straw into Gold!
I'm sure we've all got gold nuggets in our collection (well figuratively at least) and without our work it would take years for researchers to find them.
Archivists truly are worth their weight in gold!
