DTA caught by its own Standard

The Digital Transformation Agency (DTA) has issued its first “did not pass” assessment report under its Digital Service Standard — and it’s for one of the Agency’s own IT platforms.

Head of the Digital Service Standard at the DTA, Jacqui van Teulingen said the Standard set out criteria that must be followed by all Australian Public Service Agencies delivering digital services, including the DTA’s Digital Marketplace.

The purpose of assessing services against the Standard ensures that we are meeting the user need for all users,” Ms van Teulingen said.

Agency IT platform fails test

“You don’t need to be perfect to pass, but services do need to demonstrate that they are on track.”

She said the Digital Marketplace had just undergone its beta assessment and had one remaining criterion to meet — Criterion Nine, which required a digital service to be accessible to all users regardless of their ability and environment.

Meeting the Standard in a Government environment is challenging,” Ms van Teulingen said.

Agencies have legacy environments, pressing deadlines, a diverse user base and complicated dependencies.”

She said a service that did “not pass” when it was assessed was provided with recommendations to help the IT team focus on what it needed to do to meet the Standard when it was reassessed.

Ms van Teulingen said that not passing an assessment should not be seen as a failure, rather a first attempt in learning.

Assessments are conducted at different stages of the product lifecycle, and allow incremental improvements to be made as the service is developed,” she said.
