The Public Records Advisory Council
The Act also established the Public Records Advisory Council to advise the Minister on administration of the Act and to promote co-operation between Public Record Office Victoria and other government agencies. Public Record Office Victoria is advised by a Council known as the Public Records Advisory Council or PRAC.
Council members are appointed by Special Minister of State, the Hon. Gavin Jennings MLC. Council members bring a wealth of knowledge and experience to PROV.
PRAC President
Judy Maddigan contributes a wealth of experience within government having served as former Speaker of the Legislative Assembly. She also brings experience within the Galleries Libraries Archives and Museums sector having gained a Masters in Information and Library Services (Archives and Conservation). She is a former librarian and has a strong involvement in local history projects.
Council members
Historical Research (Academic)
Prof. Keir Reeves is the Council representative for historical research (academic history). He brings extensive experience in academic history to the Council. Prof. Reeves currently holds a chair in regional engagement at Federation University Australia. He is particularly interested in how regional development can drive sustainable communities. His current research concentrates on Australia, Asia and the Pacific in the areas of regional development, regional policy, and cultural heritage. Keir is the current historian member of the Heritage Council of Victoria. He is interested in postgraduate supervision, currently supervises in the areas of regional development, cultural industries, tourism development in Asia and goldfields history heritage and also supervises PhD projects affiliated with current Australian Research Council projects.
Historical Research (Public History)
Belinda Ensor brings to the council extensive knowledge of history and the Galleries Libraries Archives and Museums sector. Belinda held the position of Victorian collections development manager at Museums Australia (Victoria) for over six years and she is currently the creative producer at Tiny Empire Collective, where she makes films about museums and communities in an effort to ensure local stories are preserved and celebrated. Belinda has also served as a judge for the Victorian Community History Awards in 2019 and 2020.
Genealogy and Local History
Zada brings to the council many years of experience in genealogy and local history. She has worked as historian/researcher on numerous Heritage Studies and Conservation Management Plans throughout Victoria. Susie also has longstanding ongoing connections within the local history community. She is the convenor of the Geelong and District Historical Association, secretary, Victorian Association of Family History Organisations, Secretary, Geelong Family History Group and webmaster for a number of Family History and Local History Societies
Public Administration
David Brous is the Principal of Impact Consulting Group. He is a specialist research consultant to the government and non-government sectors, concentrating on public policy analysis, program evaluation and strategic review. His capabilities cover the key areas of health, indigenous services, employment and training, community services, tourism, local government, primary industries, environment, justice, cultural and recreation services.
Finance and Business Administration
Deidre Missingham is a lawyer and adviser experienced in strategy, policy, operations and project management having worked with organisations including Thomson Corporation, ASX, CPA Australia, Governance Institute of Australia and the Victorian public sector. Deidre is currently Principal at Privatus Consulting, specialising in privacy, information and governance.
Indigenous Heritage
Bonnie Chew is a proud Wadawurrung woman and the Director of Mirriyu Cultural Consulting. She brings to the Council extensive knowledge of Aboriginal cultural heritage management, reconciliation, incarceration, genealogy, health, education and mental health first aid. Bonnie also serves as a Council Member of the Victorian Aboriginal Heritage Council and an Indigenous Independent Prison Visitor.
Representative for Local Government
Steve Stefanopoulos brings to the Council a wealth of experience within the area of local government. Steve was elected onto the Stonnington City Council in 2006, he was re-elected in 2016. In 2017, he was elected the Mayor, a position he holds until the end of 2020. Steve is also the Chair of the Stonnington History Committee and is currently the Vice-President of the Prahran Mechanics Institute Victorian History Library. In addition to his experience within local government, Steve also has a thorough knowledge of the GLAM sector. He is a professionally qualified archivist and records manager, he held a long term position as the Heritage Collection and Records Manager.
Representative for Records Management
Jodie Quilliam brings to the Council extensive experience within records management, particularly within State Government. She is currently employed as Assistant Director Technical Service Delivery for the Department of Health and Human Services, where she specialises in providing operational support services of the department’s ICT systems, workplace applications and devices as well as the records management and electronic mail services. Prior to joining the department she worked in technology management roles for a range of organisations. At the Department of Health and Human Services, Jodie led a program of activity over five years to significantly improve the experience for people who are seeking to access information about their time in institutional or out-of-home care. This work modernized the department’s management of its archival records and significantly improved its record management systems and for this Jodie was awarded a Public Service Medal.
