Im an IP Professor at UNSW. Any images or photographs on the cover are protected by copyright but if you are a student only reproducing a thumbnail, whether anyone would bother suing you is another matter. In the US you can reproduce thumbnails as a fair use, but not in Australia because the ALRC and Productivity Commission recommendations were not accepted by the government. If you are doing this on behalf of a body operating a library or archive S200AB Copyright Act would allow it.
Came across this issue in a library I used to work in when we wanted to replace battered DVD & CD jackets with copies of the same jacket. Due to copyright rules of the time we ended up with printer paper with a title and clip art. Best to investigate properly.

Hi Robert,
I know that images of book covers aren't copyright protected within a library situation so we can use the images in displays.
I can't see anything on the Australian Copyright Council's website, nor on Roadshow Australia's website.
I suggest you contact https://www.creativecontentaustralia.org.au/home or https://anzsa.film/ for clarification. There's nothing obvious on their websites about it. Love to know the answer!
Regards,
Janelle
